I have seen the problem below randomly on multiple servers, but have never been able to find a solution.
I am using Windows Backup to backup the system state on servers. The backups are completing successfully as per the schedule in the GUI, then start to fail on alternate backups for some unknown reason. Even if the backup is run manually, it will fail on each alternate attempt. It doesn't matter if the scheduled options are used or different backup options, any files or the system state. It can be to a dedicated backup disk or share, it fails on each alternate backup. The error is: Failed, more data is available. I have tried to uninstall the Windows Backup feature, reboot, remove the log files from C:\Windows\Logs\WindowsServerBackup and install the feature again. I have also run wbadmin delete catalog. Check disk reports that all the drives are clean and the system file checker finds no problems. All outstanding Windows updates have been installed. I have tried to use the Sysinternals tool, Process Monitor to try to figure out what may be causing the problem, but there is nothing from the wbengine or vss processes that would highlight any problems to me. The particular server in question is a virtual machine running Windows 2012 R2 Standard and the backup is within the VM. Some event logs that may be of interest:

I have a backup that I had done from a Windows Server 2012 installation. It has created 5 files with a .vhd extension, 4 .xml files & 3 others with no extension that I can see. The 2012 machine was attacked with ransomware & is no longer running. I have replaced it with a Windows 10 Pro machine & want to take files off of the backup (possibly an image?, not sure, it was a few years ago now).
When I try and access the External Drive that it is stored on I get a "Not Accessible, Access Denied" error. Bit Defender Disk Tool shows the files, but will not access them either.
I don't even know where to start from here & would appreciate any assistance & direction offered.

About four months ago my Windows Server 2012R2 started to get an error "Windows Backup Failed to Get an Exclusive Lock on ESP"
Here is log: "The backup operation started at '2020 - 04 - 20T11: 06: 04.405816800Z' failed with the following error code '0x8078011E' (Windows Backup failed to obtain an exclusive lock on the EFI system partition ( This may occur if another application is using files in ESP. Try the operation again.) Check the event details for a solution and run the backup again after solving the problem."
First off I google it and found something about Kaspersky blocking EFI partition. I uninstalled it, but problem remains the same.
Someone could enlight me?

I have a customer with a Server 2011 Essentials server. A week ago they moved it off the UPS (because it was beeping) and plugged it into the wall - and a power spike came along the other day and caused it to bounce - and now it will not boot.
That is, it WILL boot into "start windows repair" and allow you to recover from a backup or open a command prompt, etc. However, when attempting to select System Image Recovery it does not find a system image. This was running Windows Backup and a current backup DOES exist of all the volumes. I don't know why it does not think there's a system image on the backup but it doesn't. Maybe it isn't scanning the backup properly or whatever.
You can ALSO see all of the various drive letters for the various volumes in the server if you go to them at the command prompt and see all the files. chkdsk reports the C: drive is fine, system file checker found a few bad system files and replaced them, etc. etc. It just simply won't boot again.
However in any case, this server was slated to be retired and in fact the customer has a new ProLiant running Server 2016. The backup has all of the files that were shared out and so forth. Because the old domain was setup with a .local extension I was going to blow it away anyway and move all of the workstations over to the new domain and not try migrating all the crufty garbage from the old domain to the new domain. They are storing email at their ISP and access it via IMAP. So while it's a nuisance to unjoin the machines from the old domain and join to a new domain, that was in the cards anyway. This is just hastening things.
The only problem is that they had an antique accounting software package on the old server that they liked to look up data on from time to time. That package will NOT run on windows 10 or server 2016 or anything modern. So the original plan was to keep the old server running just for lookups with 1 workstation left on it.
Anyway I had the following idea, why not take the windows backup and create a Server 2011 Essentials under HyperV and do a volume restore of C: to a virtual disk. So I created the Server 2011 virtual server from the 2011 Essentials install DVD/iso, activated it, etc. I then created a 200GB VHD file, mounted it as drive F: in the hyper image, restored the C: volume from the backup to it, everything is there. c:\windows\ntds and all of it's files, c:\windows\sysvol and so on are all there. I CANNOT just boot it (I tried) because it is expecting a ProLiant array hardware to be there not the virtualized SCSI/IDE hardware that HyperV supplies. But is there any way to Migrate the original C: volume from the backup into HyperV and boot the server?

My manager asked me to made a copy of the volume contening the VSS on a remote Filer (NAS).
Actually, the vss are on a shadowed disk. How can I used robocopy to make my copy to the distant filer?

Windows Server Backup was running successfully on this Windows Server 2008 R2 machine then simply stopped working, reporting "The operation failed because another operation was in progress. Retry the operation." However, no other backup operation was in progress.
The Items tab for both the System Reserved volume and the C: volume show status: "Backup not started"
The Errors tab for both volumes shows Message: "The operation to back up the volume was stopped before the operation started running." However, this messege is not accurate because I manually started the backup and saw progress as System Reserved volume completed, C: volume approx. 40%, System State not yet started.
I've already removed/re-added the Windows Server Backup feature to the server but same issue.
Any ideas?

I have a server 2012R2 setup with Microsoft Azure Backup, the main files and folders backup is working perfectly but the system state backup is failing.
The error says "Backup failed as the VSS Snapshot created by Windows Server was removed unexpectedly"
Clicking on the failure link brings up an empty text file?

I have a Windows server 2016 system(fully updated) running about 6 hyper-v vms and about 1tb of storage that was configured to backup to a external hdd using the built in windows server backup. It has been working fine for about a year, until recently, where it has starting to have lots of failures. I fixed this before by formatting both of the backup drives, and starting fresh, but the problem is appearing again.
The exact error is:
System state
Windows Backup failed to create the shadow copy on the storage location.
Detailed error: Another shadow copy creation is already in progress. Wait a few moments and try again.
I have tried poking around with vssadmin, but am unsure exactly what to look for.
I have found a few posts with similar issues pointing to a permissions issue with shadow copy, and I tried the registry tweak with no luck.
For hardware this is running on a dell r230, e3 1230 v6, 64gb ddr4.
Is there anything more I should try before testing other backup software?
Have a client running a 2016 server hosting multiple VM's. They use Windows Server backup - once the backup is done running the VM's all show Merge in Progress. One of the VM's is an Exchange 2016 server -it becomes unresponsive and mail stops flowing until the merge is finished (over 2 hours). Sometimes several Exchange services stop during the merge as well and have to be manually started after. Has anyone else seen this issue? Thinking about changing the backup to only the host physical drives to just pick up the VHD's - would that eliminate the merge issue?

I see there is a lot of shadow copy when I run vssadmin list shadows. It seems that a shadow copies created very hour. This creates problem for me because it is a exchange server and shadow copy on database drive will freeze the db temporally. It also almost used up all free space on the drive. I check everywhere I know trying to disable this behavior but I can't find it. There server is win2012R2. Can anyone help to point out where to disable the shadowcopy running? Also I have Backupexec agents installed on the server. But there is no backup job setup. I consulted with Veritas and they said it's not their software causing it. I disabled the Backupexec agents and the shadow copy still creates. So it's not Backupexec causing the issue.

Hi - am running Windows Server 2012 R2. Have been consistently running the Windows Server Backup (Bare Metal Recovery) on a nightly schedule, however recently it's stopped completing with this error. When I monitor the progress, I notice that it occurs right after "Creating shadow copy of volumes" completes successfully and it progresses to the System Reserved backup. It then changes to the "Removing deleted items" stage per usual, but it's at this point that it fails. I do not wish to reinstall this Windows Server from a clean install to lose this configuration and will move to an alternate product than Windows Server Backup if necessary. Preference would be to restore this functionality.
I've confirmed all vssadmin list writers show no errors. I've even done a wbadmin delete catalog and completely cleared all backups and recreated the backup schedule. Have run a chdsk /f on all drives and no errors are reported, including temporarily assigning a drive letter to the System Reserved partition of C:.
No new software has been installed on this server. No viruses or malware. The machine is completely current on all windows update. Even removed antivirus and re-ran the WSB and it consistently returns this same error.

There should not be any old items for this WSB to remove since I've already complete deleted all existing shadow copies with DISKSHADOW and deleted the wbadmin catalog to start clean.
It's almost acting as if something in the System Reserved partition on C: might have somehow become corrupted.
The Windows Server Backup logs folder includes a wbengine0.etl file that I cannot view, however there are no new *.log files created after this error occurs to give me help in resolving this issue.
I might actually considering paying for a Windows support ticket if it will restore this functionality.
